Akali can now proc mota with E on minions and monsters only

This would honestly be so useless. Camps and waves are all about clearing with multitarget abilities. Her Q is single target. With the new CD of her E, this wouldn't make any sense, as Riot would definitely want Akali to at least basic attack once to restore energy while dealing half hp as damage.

Being able to kill a minion because you could proc Q with E from range was actually a pretty big deal for Akali during laning phase. If you know how to jungle with Akali being able to proc Q with E was also useful as hell.
