Increase the active duration of Morde's Q

I don't have much else to say. His Q doesn't last nearly long enough to be useful, if you expect a champ to stay within range for 3 hits on an immobile champ. And I don't buy that "use support's CC" crap. 2 seconds is too short, or however long it actually is.
