JUSTIFICATION: This would extend his window of opportunity to clear with his W, alleviating his otherwise abysmal clears. Jungle Nautilus should be viable, and this buff wouldn't affect top/support Nautilus.

Why would we kick Nautilus in the nuts in exchange for a minor buff that allows him to be used in the role he was originally intended to play? Lowering his damage would undermine the point of the change entirely.
Seems like you just aren't O.K. with him jungling, but considering the alternative is dealing with

Because he can already be obscenely strong? He is the bane of my sion top lane. someone who is tankier, better cc, better shield, the only thing he doesn't have is stealth.

My point is, he already has potential in multiple roles. He already isn't the worst jungler, has guarenteed-kill ganks if your laners are good, and can fend for himself if need be. Buffing him would be like meowkais skill release buff. Instantly gain popularity, because it's busted.

The buff can be minuscule, just needs a nudge in my opinion. He has deeply fallen out of favor, no pun intended, and has been for quite some time now.

I've found people don't consider CC imherently annoying. CC bothers people when it's combined with burst damage and/or mobility. Nautilus is lacking in both of those areas.

I don't think a minor clear speed buff would suddenly make Nautilus better than Zac, Hecarim and Amumu.

He was designed to be a jungler...And maybe nerf the blatantly overpowered mastery not the champions using it. Plus, other tank junglers out-perform him regardless of the mastery.
