The only reason to gate players with Promos is to slow the climb.
Its not just that tho ether. Riot puts bad players on your teams while you are in promos to make sure you fail more often then not.
They then give you trash players on your team after you win to push you down again.
Reksee7 votesWhile I do agree promos can be painful Riot is not trying to "[put] bad players on your teams" . This would imply that they are actually hand selecting bad teammates, which they are not. Besides, the amount of "trash players" is probably somewhere around 1 in 10 so it would make sense that you would see them in matches.

xAcidik1 votesPromos are there to ensure that a good MMR from a previous winstreak and a subsequent 50% winrate is not the only reason you're climbing.
As for purposely putting bad teammates on your team... Cmon man, don't resort to that.
I do agree though that placements are a bit painful, because losing them sets you back pretty hard. ____
