I mean. They could have made incondencense do anything. Like if an ally procs sunlight it gives then an incondencense debuff reducing their damage or something. Why extra damage on her ult. Leona is a support and all she offers is peel while every other support has a heal or a defensive move.
Nahui1 votesShe's meant to be a tanky, high damage support. That's the whole point of her sunlight buff along with having 4 damaging abilities.
She's also lived in Thresh's and Braum's shadow for far too long. Thresh has great peel, great utility, and alright engage. Braum has amazing peel and good engage. Leona is being solidified as a powerful, engage as her kit is designed all around it. However, with engage kits, they typically come with damage.
It's also a nice way to make a kit more fun. Gives strategic purpose to her W now. Hit as many targets as possible instead of mindlessly swinging at the carry to get the bonus duration just for hitting something. The better your positioning/worse their's, the more you're rewarded.
Plus, we might see some jungle Leona now. I don't remember if the spell specifies champs, but if champs and monsters, could def see some jg Leona.
Rozair1 votesThey changed it to be on her ult now and they are reducing the damage on all of her abilities to give her this new incondencense ability that is only on her ult. So most of leona damage is now ult reliant. This also changes the way you combo now. Your ideal combo before was e q r. Now it will be r e q

Heresy! Leona is the tank support dives hard and kills people. Leona does not need to reduce someone's damage. She wants to stun people, and she wants to kill people. Nothing else need apply. If you want to play something defensive, pick something else.

So that she can kill things, as she should.
