Something really needs to be done about Hextech Revolver

This item is just disgusting, Ap casters are building it and just one shotting people out of nowhere, why can a champion with not a single AD ratio just pick up this item and do disgustingly well with it. The active just either needs a form of counterplay or damage lowered or at least remove the AP ratio on it.

It's getting as bad as release Ludens where it just gives you free damage so you build it whenever but this one has the ability to give sustain which for mages is just healing quarter-half an hp bar on every wave
