Mundo also doesn't do as much damage in as short of a time, his early clear is poor compared to Olaf's, and Olaf can actually splash a damage item in without feeling bad that nothing in his kit scales with it

The other is that Controlly-Burst Mages are in, and Mundo can be kited back rather easily if he gets even a little behind the gold curve.
It's a stat check between him and Olaf, and Olaf is fine with points 1 and 2 AND leaves you open for a better Top Laner to round out your comp.
