Can we give Kennen less damage on his ultimate and put it somewhere else?

No, they could take damage off of Kennen and put it in the garbage because his basic abilities already do enough damage

They already nerfed Kennen's ult damage.

they are nerfing his ult damage to be more sustain in 7.1 i think, also they've nerfed like a patch ago because of kennen as well as the recent nerfs to , another core part of kennen build. Your asking for something that is already in the making as he is getting nerfed directly and indirectly.
