We can, but a lot of characters get solid use out of it. Sivir, Yi, Vayne, Olaf, etc.

Vayne doesn't use it.

If you've seen it on Vayne then it's probably a gimmicky fun item because the Vayne was ahead.

It's never been core on her.

Have you tried it? Doesn't it make sense if you really think hard about it. Ult, Q Q Q 2x more in a fight than before? That it iisn't "core" doesn't mean its not good on her. In fact, its probably a better core than her current core.

Core for Lucian is Blade of the Ruined King, Black Cleaver.
