Liss doesn't have another hard cc. And its not quite instant (although it is close enough).

She actually does. She has a stun (her ult) into a snare (her W). Both do significant amounts of damage and heavily screw over someone building squishy damage.

In an unrelated observation, assassins build squishy damage.

Snare isn't hard CC, you can still auto and cast non-mobility spells.
