Is "Skirmisher's Sabre" outclassed right now?

Before the nerfs, this used to be the most powerful jungle enchantment. Back when it was introduced, it allowed Warwick to instakill any carry with his ult and Devourer. Then it was nerfed but it was still extremely powerful due to increasing the dueling potential of many champions. Indeed, it was common to use Skirmisher's Sabre at top lane, even if that meant giving up Flash to get Smite.

Then it was finally nerfed; The debuff duration was reduced to 4 seconds (from 6). And then, everyone stopped using it, even though the only thing that was changed is that the debuff now lasts less time.

But is that nerf enough to make this item outclassed by or ?

I've heard that the only situation where you should use Skirmisher's Sabre is when there is a champion with stealth on the enemy team. But I don't know if that's true.
