Yes. You can go over one of the dozens of suggestions people have brought forward to "fix" mmr, they universally end up making matchmaking worse.

Unlikely but it can happen. I can totally see riot go "in order to reduce wait time further we've made some changes to guarantee you'll be in a game within 1 minute".

Then the next thing you know a bronze will be laning against a diamond. (Not exaggeration. I queue'd as bronze 2 in ranked flex and my lane opponent was plat 4 in same ranked flex, and I wasn't in a party)
