What's up with champ select bullies?

Met an interesting stranger last night in ranked lobby. Their role is jungle and I think they may have highlighted. I wasn't really paying attention at first as.... its champ select and low elo so nothing much to pay attention to. Next thing I see is "o wow enemy banned the ONLY 2 champs I play ". "Well unless one of you dodge I am just going to troll". So let's break this down.

The ENEMY banned your champs, yet you going to troll us?
Its a SILVER elo game and you only play 2 champs? How? How are people that bad at this game?

I don't know who this person is or people like them but I HATE them. Nothing pisses me off more than someone who pulls this crap. So I instantly fired back that I wasn't dodging because UNLIKE them I don't rely on a couple champs to gain elo and can get my lp back easily. So basically told them to bring it on and I was looking forward to reporting them. To my surprise my teammates joined in as well.

So the noob dodged.

Don't try that crap with me kids. I will ride with you to the gates of hell. I have lived in low elo my entire League life. You merely adopted low elo, I was born in it, molded by it.

Unless I am at like 90lp then I will probably dodge if no one else does hehe. Usually this happens on one of my other alt accounts also in low elo so then I definitely don't give a crap if you threaten to troll.

But seriously... can we start reporting toxic behavior like this in champ select?

Honestly I'm certain the fact that people saw the Tribunal and know the in-game is the only easily readable chat and that there's no mute/report buttons in champ select queues tips these trolls off to the fact they can ruin tons of lobbies and get away with it because they either get in-game or someone else bites the bullet and dodges. There's pretty much no fear of being an ass in champ select.

There's a reason he's silver. Sadly its very hard to detect this kind of behaviour without punishing people for rage reports.

You did the right thing. As long as people can get other people to dodge and pay the price they will. The solution is don't. Make him pay his own price to dodge.

And if someone is getting people to dodge, what does their elo or ranking really mean? Absolutely nothing.

I'm going to change this phrase a bit:

It's challenger ELO and you only play 1 champ?

These are called 1 trick ponies, unless they play that one champ, else they are pretty bad.

League currently rewards mastery for being better at a single champ / role. Alot of people can play a certain champ at a much higher level as they know their match ups, they know the limits of that specific champ, they know all the tips and tricks of that champ.

Small champ pools doesn't necessarily mean bad. Though my personal opinion is that one should at least know what every champ does and play it a couple of times.

I got into and continued to play in Platinum ELO for 3 seasons straight with basically only one champion. So what?

I climbed out of Bronze, and I assure you Silver is far, far worse.

Until you hit Plat, apparently, you'll deal with the scum of League consistently.

I know riot claims they are working on it, but from my view as a player they aren't doing a good job currently of this type of toxic behavior. I've reported people who's said more hate speech than the KKK in one game and never got a notification that my report even mattered. Another game I had a guy who in champ select stated "I'm going to intentionally feed" and then do it. Both of these were in a RANKED GAME.. I mention that because it seems riot's system is only triggered in ranked games and specialty games like ascension and dark star thresh etc. as well as being games that really "matter".

Either riot introduces something for these types of players, OR put in either an LP refund/loss prevention for any game that these type of players have been punished or their system triggers as a result of the reports.
