Am I the only one that feels like I can't keep up in levels at support?
Probably just bad, but I always feel underl-leveled.

It's not a feeling; you really are going to typically be lower level than the rest. For the vast majority of the game you'll be next to your allies sharing experience. Even your ADC will be pushing a lane or farming with no one else around at some point, which guarantees he will be ahead of you. Nothing you can do about it. Don't compare yourself to the carry or solo laners, compare yourself to the other support.
You are supposed to be unless you are crushing. You just want to make sure you aren't lower level than the opposing support.
Honestly I feel like they should re-add the mastery from the old utility mastery page that gave you so much experience passively when you were near a champion of a higher level. Come to think of it, does anyone know why that was removed? The entire old utility tree IMO was so freaking good for supports.. It made you feel like a support.. now if you're an ap support you go thunderlord's decree. The tanks usually like to go bond of stone, and the healers tend to go windspeaker's blessing. Now these key stone's are all really neat.. but to be honest I'd just prefer the old mastery trees with the added key stones. Riot may also just fix support scaling in general when they decide to do their big support make over.. (may happen after the immobile mage rework?) A lot of people don't like playing support because they don't get the thrill of getting fifty kills(exaggeration) in a match. Personally I think that support is awesome! :)

Because it was a trap mastery that sucked and was never picked. That's really all it boils down to. It looked appealing but it was always the wrong decision, and that's generally not something you want in a game.
Well, being under leveled is not always a bad thing. Some supports that have a lot of utility can be a few levels down and still be useful to their team. Tank supports need to stay on par with the enemy team, while damage supports usually have to stay above the enemy team and on par with their own team.
So, what does your support pool look like?
Thanks for the info, I had a really salty adc who just kept splitting give me the business all game because I was underleveled. I felt like i was keeping up as well as i could while still trying to give and deny vision.
I mean I don't need to be same level as carries, but I'm like 3-4 levels behind it too often
As a support, you are meant to be able to play while starved of gold/experience. Hence why most of the champions have good early game forms of CC/peel that mostly scale in the form of shorter CDs or stronger heals/shields, that way getting levels is not as needed for you. If you're just learning support, ones like Janna Nami and Zilean are good to learn since they won't roam much and thus won't fall too far behind level wise. And when you get better try to roam often when you get level 3 or 6 to put constant map pressure for other supports. Good roaming supports are Alistar, Thresh, Nautilus, Annie, Morgana, and Blitzcrank.
Its more pronounced in the snowball META. You have to spend a lot of time warding, roaming, gank assisting, and a lot of other stuff that has you away from the ADC in what is already a duo lane that levels more slowly than top and mid.
There is less time to make up the lower levels in the shorter games. The ADC and other laners are getting about 2-3 waves of solo XP while youre walking between dragon and baron mid game. They get 5-7 waves in a group or solo when you die to protect your carry.
Youre not imagining it, support is just in the worst spot of any META role at the moment. They have all the responsibility of previous season, but in a shorter match, they have less time to get it done all on top of wards that run out faster. Supports end up lower level as a result, and with all the burst and super marksmen, supports are easier to pop than ever which leads to more deaths even for the most teamfight position savvy supports.
This multi-META season (AD, early game champs, snowball, marksmen, burst damage) is super hard on supports in several ways.
