Taken from patch notes:

So, they basically admitted the rework was a failure since it didn't even accomplish what it should.

Lane bullying isn't the problem it's doing it from halfway across the lane with no risk that's the problem,

That makes no sense. Zed can throw his Q under turret, run back out until the CD is up... and then do it again. It is literally no different to Cass. He can even do it from further range because his shadow extends his range massively.
