- Zilean gets a cooldown reduction limit of 75%. For every 10% cooldown reduction, Zilean gets additional 2.5% cooldown reduction (not stackable with self)

Zilean will be able to do the same, except in an AoE.

in order for him to reach max CDR, he would have to invest heavily on CDR items, so he will be losing other stats like ap.
his new passive is as useless as his current one.
