@Riot, here's a crazy idea on how to properly balance Fizz so EVERYONE is happy...

You ready for this crazy off-the-wall concept?

You sure...?

OK, here it comes....

*   **   ***   ****   *****   ******   *******   ********   *********   **********

#Balance him as a fucking on-hit Bruiser/Fighter.

[zombie-brand-mindblown]

Mind. Blown.

##"But Wait, isn't Tank/Bruiser Fizz much OP, such broken?! A: Only when he can both tank you and blow you up.

##Solutions! (Some, or All of below)

  1. Remove/lower his E's damage to champions Crazy, right? Turn his Troll-pole (E1, E2) strictly into a farming/mobility tool. Double up the damage to minions (the AoE E2), but get rid of damage to champions. Now you can play around with transferring that power elsewhere, like to his Q, W, Passive, or ult. Crazy huh!?

  2. Even out his AP ratios and his Base damage (but lower burst damage overall) Since you're balancing him as a bruiser, he doesn't need outrageous AP scalings on all his abilities (especially if you remove champ damage from his E). Now he can stay alive longer as a bruiser in lane, but needs to build items that can allow him to "stick to targets" and do DPS/DoT damage instead of BURST/DoT damage. You can move power to his W passive or active or both; he now has to stay on a target i.e. like Darius, or Fiora, or whomever. He's still a tricky trickster, because he can use his E pole or Q dash to get away or engage -- but this way he's not fucking blowing up bronze players left and right given more counter-play options while still retaining his trickster identity.

  3. Turn his E into a skillshot. I know you kids at Riot fucking love doing this kind of stuff; I mean, you did it with the warwick rework, and although WW's R is fucking buggy as shit, it's still pretty great and provides a TON of counterplay. Also, WW's Q is buggy as shit too... maybe fix that one huh... Now, Fizz has to actually land a skillshot other than his ult. Increase the Q range though; maybe make it so it grows in range if fizz lands a long range ult, and stays normal range if he doesn't ult / lands a small shark.

  4. Give him some %hp damage Or some shit, IDK. You love slapping %hp damage on everything these days, might as well huh? Put it in his ult or W or whatever; and keep it at a sane level, not some crazy ass "OMG WTFUX COMPLETELY BROKEN 100000000x DAMAGE QUADRA-PENTAKRILL SO ALL MY FRIENDS HATE ME AND RIOT WILL PERMABAN ME SOON MUST SEE TO BELIEVE youtube montage (by assclown mcgee nightblue3)".

Now, you've given life back to tank/bruiser fizz and kept him relevant, balanced, and meaningful in-game without being overtly oppressive or "bursty", while still maintaining his mobility and somewhat squishiness.

And if people still want to play AP fizz, they can still do that too! It just won't be as... "bursty" -- that makes a lot of people happy (in bronze/silver/gold elo), and he can still be viable as an ap mage 'assassin', just harder to 100-0 someone unless going all-in with a full rotation of spells (welcome to the club, says zed!).

#Yay results! Everyone wins, 3-ways:

  1. Win for tank/bruiser fizz top/jg players,
  2. Win for unskilled whiny forum brats players who have raised valid concerns about his oppressive late game and mobility with little counterplay tools,
  3. And a (relative) win for AP fizz (viable but not going to burst anyone out unless going COMPLETELY squish full AP items and using a whole rotation of spells).

##You're welcome, community. You're welcome, Riot. You're welcome, Fizz brothers.

"Mmmm.... something's fishy! Aaaaayup!"

##Coming up next on "Stupidly Easy Ways to Balance Your Champions, it Boggles the Mind You Didn't Do It This Way Already, Riot"....... we'll solve the Syndra Dilemma in just THREE EASY STEPS!!!!! WOW!

Isn't his e already a skillshot?

Chønklord2 votes

No. It's more like WW's Q. Circular radius, just hold it down on your target; when you get near it activates.

It's been nerfed to hell and back though. Sometimes it'll do damage, sometimes it won't, depends if the enemy flashes just as the animation completes, or dashes, etc.

Sahn Uzal3 votes

Your idea is bad, and you should feel bad.

Jokes aside, Bruiser fizz takes away a lot of the risk involved in the champion, making him much less healthy.

Chønklord1 votes

There's still risk -- that's why you keep his base defenses low.

Like I said, think of Warwick or Fiora; Fizz can be a type of "hybrid mix" between those two (if they ever had a lovechild).

Except, obviously tone it down to not be fucking crazy broken damage like Fiora right now is... and he's not going to have as much tankiness or any sustain like Warwick does.

Whereas WW is very good at sticking to targets because of his sustain and Q ability, fizz will not have sustain, but by building bruiser items and some armor/mr items, he can effectively do his job as a bruiser/fighter and do damage over time as long as he's sticking to a target. He can still get blown up easily, he's not a fucking tank. If you want to do more damage as fizz, then you have to build squishy AP / Hybrid items, because now his damage is balanced around _damage. over. time. (and DPS) -- NOT balanced for insane 100-0 BURST damage.

But you can still go that risky route if you want to continue with AP Assassin Fizz; it just won't be as crazy bursty. Everyone gets to play some variety of fizz this way, while maintaining a healthy level of counterplay and still being mobile and maintaining his identity as a "trickster".

He'd be the "get in, do some dps/dot damage, maybe throw a shark to chunk some health off (and if they're REALLY REALLY squishy like a Veigar for example, and under 50% hp, you could possibly land a full size shark and combo in for 100-0 that way)... and then get out of the fight", style of play. In and out. bam bam bam, Q-AA-W-AA-E outta there. They take bleed damage, but you're still counter-playable (even a word?) due to the balancing of your stats being geared more for that sort of thing, and not geared toward "blow things up 1 shot but then get deleted instantly because you have no resists or armor or anything".

TL;DR: It can work because

A. Fizz balanced for "AP Burst Assassin": only lets you balance/play Fizz as an AP Burst Assassin.

B. Fizz balanced for "AP Sustained Damage Bruiser/Fighter": lets you build all of the following:

  1. Tanky, but significantly lower damage output (more survivability, no burst);
  2. Bruiser on-hit, decent damage output (not as much survivability/prone to cc, but can deal sustained DoT, small amount of burst dmg);
  3. Glass canon build aka AP Assassin, stronger burst damage (but not as strong as-is currently), very squishy. Can all-in on half or full rotation of spells, but sacrifices mobility and sustained damage. Much more easily countered by CC/other burst damage dealers/bruisers/etc.

This way he doesn't get the Camille / Malzahar treatment -- and can be played by a wider range of players/playstyles and be even healthier to play as/against instead of being a pain in the ass to balance for JUST AP ASSASSIN.

Right now it's "Make fizz so fucking weak and unable to build bruiser/tank fizz off-build, or jungle, or anything other than glass canon, but still be annoying and frustrating to play against because 'mobility' yo".

##It's an innate problem with assassins in League.

  • Zed had this problem, they nerfed his damage into the ground almost; but he survived because zed has a much higher skill cap than fizz, plus harder to completely dis-engage once he all-in's;

  • Akali had this problem and her ult (I think) was gutted, now she relies completely on gunblade to even be viable anywhere in the meta; but they introduced a lot of counter-play with changing how she interacts with his shroud circle shit. She's built mostly as a bursty bruiser like irelia, anyways. I don't see anyone complaining much about Akali anymore, do you?

  • LeBlanc had(has) this problem; they gutted her and like Akali above, is completely reliant on rushing gunblade right now to do any real damage. She has waaaay more mobility and engage/disengage options than fizz does and a lot more burst, too.

  • Kat had(has) this problem; as evidenced by the multiple nerfs, rework(s), balancing, re-balancing.... now she's building gunblade as well (plus zhonyas, plus GA and other "tanky" shit). But she has a huge counter-play option... she has to be immobile during her ult for the duration of the ult to do any meaningful damage. And you can like... just... walk away from her ult or use something like a displacement ability/etc to stop her ult midway.

But, Kat has more range on her shunpo than Fizz does on his E; Kat is mana-less; Kat deals more burst damage on her regular abilities (after two items) than a comparably itemized/fed Fizz does on his Q or E or W; Kat has lower CD's (I think) than Fizz does; Kat can shunpo over bigger walls (more range remember) and get out of fights much, much faster and safer.

That's why she's been nerfed over and over and over and over ..... well, you get the point. It's hard to balance champions with that much mobility. assassin / mobility designs for League

Sir Fuzzi1 votes

Lowering both the risk and the reward is pretty much okay, though, he made it clear that he wants Fizz' burst down.

fuffychan1 votes

That doesnt seem too bad. I hate getting 1shot from out of nowhere by undodgeable sharks and then untargetable tiny hitbox Fizz jumping at me.

Asayake 5150glow1 votes

I feel Fizz has too much mobility to be balanced as a bruiser, he'd need to be kinda tanky, and thus would probably get to use his E multiple times, so that would make him far too safe.

Also Fizz's E is always gonna realistically (ok I dunno, whats the opposite of artificially?) inflate his tankiness, so he should definitely be on the squishier side of bruisers. A small heal on proccing his empowered W I could see working, as well.

My biggest problem with Fizz is how little you can do against him if his R lands. Why, you ask? Because it knocks you up. It fucking CC's you, so you can't do anything as he walks into E range, because before that he wasn't in range for your CC/damage. And then after you're done being CC'd and he's close enough for you to attack, he's in his fucking E. Wait, no, he's not. He already landed and already pulled off his full burst combo on you while you were CC'd, so you're probably dead. Not to mention that it's not like he did the majority of his damage and now has to finish you off with autos, starting from level 6 a burst combo will simply kill you outright.

LeeSin Jax Riven MonkeyKing Renekton Jayce Irelia Camille Fiora Diana Illaoi Hecarim Yasuo

#These are all Bruisers/Fighters according to Riot as depicted right now, in the game client.

Many of them have the same or even more mobility and/or damage and/or tankiness than Fizz does, even as "tank bruiser fizz" pre-nerf.

I'm saying to bring him up to par with these types of champions in terms of sustained damage/survive-ability, but lower his burst damage to also be on par with these champions as well. Maybe also increasing his E cooldown Just a tad bit more. I forgot to include that one in the list.

Did you know that Irelia could shit all over bruiser/tank fizz at every stage of the game? She has strong burst and sustained damage AND sustain for herself.

Fiora just massacres tank/bruiser fizz as well (unless you somehow manage to fuck up parrying fizz' ult).

So does renekton. Actually, most of those champions are better than bruiser/tank fizz against the same champions bruiser/tank fizz supposedly 'blows up' and many of them even straight up destroy tank/bruiser fizz in lane as well. Mind boggling, I know.

LeeSin Jax Riven MonkeyKing Renekton Jayce Irelia Camille Fiora Diana Illaoi Hecarim Yasuo

You realize the client classifications are outdated, right...? Hell, they call Xerath an assassin... We have things called skirmishers, slayers, divers, and juggernauts now. The fact that you put Yasuo and Illaoi into the same catagory is just mindblowing...

Many of them have even more mobility and/or damage and/or tankiness than Fizz does, even as "tank bruiser fizz" pre-nerf.

Yeah, but not together. And almost none of them can dodge damage as effectively as untargetability. Yasuo, Riven, Diana, Jayce, Wukong, and Fiora are fairly squishy. Illaoi and Wukong have low mobility, while Diana, Yasuo, and Irelia have situational mobility.

I'm saying to bring him up to par with these types of champions in terms of sustained damage/survive-ability. Maybe also increasing his E cooldown Just a tad bit more. I forgot to include that one in the list.

His E is definitely a skirmisher style ability, and it's still on a lower cooldown than Riposte and Windwall, the two abilities it's on par with. Decoy is worse, and it's got the same cooldown. Wukong, Fiora, and Yasuo are also pretty damn squishy, not being much tankier than Fizz is right now. If Fizz keeps this ability, the most tank stats I'd be willing to give him is maybe 100 base health and 5 armor.

No, it's not outdated. Xerath is not on the assassin list. Only assassins are.

There are sub-classes, but the primary ones are Assassins, Fighters, Tanks, Mages, Support, Marksmen.

  1. Jayce has like 20x the utility engage/dis-engage tools than Fizz does, and does just as much burst damage.

  2. Yasuo is... yasuo. He builds item 3046 item 3031 item 3812 item 3022 + either a item 3072 /item 3156 item 3026 + boots, and bob's your uncle. He shits on everything with that build. He's super mobile (within teamfights), has no mana usage, has windwall, has dis-engage with whirlwind, burst damage with ult and Q, more lifesteal sustain and sustained damage, you name it.

  3. Riven also jumps over walls, has more utility, has a barrier-esque shield, has hard CC, has the same level of mobility, has burst with ult + all her abilities on activation.... and she has much much lower cooldowns. Oh yea, and she doesn't use mana.

  4. Diana can blow you up 100-0 instantly with the right itemization, has built in shield like riven, stronger / more reliable burst than fizz with ult, has a knockup, a slow... just not as many dis-engage tools.

  5. Wukong has stealth, strong burst if he builds lethality, AoE knockup CC with ult, gapcloser with AS steroid... he's just as mobile and elusive as fizz can be. Also tankier.

  6. Fiora is the queen of top lane, barely anything can 1v1 her. If she gets ahead (and any good Fiora player can get her ahead), she has the ability to 3v1 or more (depending on the team comps). She has much more mobility than fizz does when she procs vitals or uses her Q or E dash or w/e the fuck it's on. She has a movespeed steroid, AS steroid, lifesteal on-hit, hp regen when completing ult, much more sustained damage, much more reliable burst damage, can go over walls, etc. She outclasses fizz in every possible way imaginable.

  7. Illaoi is super tanky, has Decent mobility, and huuuuuuuuuuge upfront burst and sustain damage from her ult tentacles. It's more common for a good Illaoi player to 5v1 burst everything in her ult zone, than not. Huge sustain, huge burst damage, huge tankiness.

  8. Irelia has high sustain, decent burst damage, higher tankiness, higher DPS, lifesteal steroid, AD damage steroid, hard CC ability, less "reactive time" engage (straight up dashes to you), and better dis-engage (with her slow/hard CC stun).

Even as tank/bruiser fizz, you'd be hard pressed to 1v1 any of these champions reliably, less so if the enemy player has any skill on them whatsoever, even against an above-average fizz.

AP Fizz just... get the hell out of there. AP Fizz blows his load on one of these champions, and 90% of the time they'll shrug it off/dodge it/re-engage on you when you're low on mana (since fizz uses so god damn fucking much mana for every fucking ability), and you're a dead fish.

No, it's not outdated. Xerath is not on the assassin list. Only assassins are.

There are sub-classes, but the primary ones are Assassins, Fighters, Tanks, Mages, Support, Marksmen.

You grouped Illaoi with Yasuo and Riven. I've already lost all respect for you.

  1. Jayce has like 20x the utility engage/dis-engage tools than Fizz does, and does just as much burst damage.

Jayce has 1 dissengage tool, which is single target. His mobility is enemy targeted, severely limiting his mobility. It's also one of his primary sources of damage, unlike Fizz, whose damage mostly comes from R and W. Fizz's Q is about as good as Jayce's Q in terms of utility, and then Fizz gets untargetability+wallhoping dashes while Jayce gets movespeed.

  1. Yasuo is...

He's not tanky, he's vulnerable to anything that his Windwall can't block, his mobility is limited to enemy targets, which means it's very bad for escaping a bad fight unless he positions carefully and you fight him around minions. He can't hop walls except for certain jungle camps.

  1. Riven also jumps over walls, has more utility, has a barrier-esque shield, has hard CC, has the same level of mobility, has burst with ult + all her abilities on activation.... and she has much much lower cooldowns. Oh yea, and she doesn't use mana.

Fizz's E gets a lower cooldown than Riven's Q at rank 5, get your fucking facts straight. Fizz Q is also same cooldown as Riven's E. Riven needs to burn her damage for mobility (and I mean burn, because if she isn't hitting you with it, i.e. gapclosing, she loses out on all of it's damage), while Fizz can E from 600 range and still hit you. For Riven to jump a wall, she either has to be vulnerable afterwards for ~4 seconds, or have planned 6 seconds ahead.

  1. Diana can blow you up 100-0 instantly with the right itemization, has built in shield like riven, stronger / more reliable burst than fizz with ult, has a knockup, a slow... just not as many dis-engage tools.

Much less reliable, Diana Q is a lot harder to hit than Fizz R, against a smart opponent, and definitely against an ADC who won't wanna be in ~600 range of Diana in the first place (thats about the range where you can reliably dodge it). She has a shield, but no untargetability or invulnerability, which means a mage and a bruiser blowing their whole kit on her will still kill her, while with Fizz, a mage and a bruiser blowing their whole kit on you means they're wasting their entire kit because you juked it all with E. Her knock up hits after she gets onto you, which means things like Ahri charm and Xerath stun will fuck her shit, while Fizz's knock up hits as he gets on you, leaving you no space to react. She doesn't have not as many disengage tools... she literally has none unless she can ult to a minion or monster.

  1. Wukong has stealth, strong burst if he builds lethality, AoE knockup CC with ult, gapcloser with AS steroid... he's just as mobile and elusive as fizz can be. Also tankier.

His E is targeted, and it's his only dash. Fizz has 2, one of which isn't targeted and can be used to reliably hop walls and move long distances. Sure he has strong burst if he builds Lethality, comparable to a full AP Fizz's - oh wait, it's weaker? Huh. He can only walk in his invisibility, or flash, because E'ing render's him visible again, so it's not amazing, definitely not Fizz E level.

You're so fucking wrong. Her mobility is better than Fizz's only if she can constantly hit targets, and its slow mobility, unlike Fizz who can easily move 1200 units in a few seconds. Her invulnerability causes her to be still, leaving her vulnerable once it ends, while Fizz's invulnerability lets his maneuver. She can only go over walls if they're 1) thin and 2) she hugs them, and then if there isn't a target on the other side, her Q goes on an 8 second cooldown.

Did you just say Illaoi has decent mobility? Illaoi's damage is almost 100% skillshots. Fizz's damage is 80% targeted or undodgable AoE (E), and his R makes it all guaranteed.

  1. Irelia has high sustain, decent burst damage, higher tankiness, higher DPS, lifesteal steroid, AD damage steroid, hard CC ability, less "reactive time" engage (straight up dashes to you), and better dis-engage (with her slow/hard CC stun).

Decent sustain, it's not that great. 25 health on hit is amazing... but Irelia doesn't actually build much attack speed. She has no lifesteal steroid wtf that is her sustain. She might give you less time to react, but at least you can react and aren't knocked up while she dashes to you. Her disengage is a million times worse, the only one who can rival Fizz for dissengage is Shaco ok? She can't dash away unless it's to a minion. Her stun is pseudo meleerange, and she won't get out of gapcloser range in it.

Even as tank/bruiser fizz, you'd be hard pressed to 1v1 any of these champions reliably, less so if the enemy player has any skill on them whatsoever, even against an above-average fizz.

Top Fizz has been very strong just a few patches ago, and these are all fairly common toplaners, not super rare. Fizz would fucking oneshot a Wukong, because his stealth does nothing to him

##You're a hardstuck bronze since god damned season 4.

You don't really have any room to discuss champion strengths and weaknesses when you

  1. **Have only played a handful of games in ranked per season ** I have over 2 thousand games this season alone and been playing since s4

  2. Only have 3 rune pages and a handful of champions I own every champion, every runepage, every rune. I'm constantly updating, tweaking, and testing champions, builds, runes, itemization, etc.

  3. Are spamming riven this season and you still can't get out of bronze. 'Nuff said.

I have more gameplay knowledge, more matchup experience, more theorycrafting abilities, more micro- and macro-level fundamentals, and more individual champion history and gameplay than you can ever hope to achieve in two lifetimes.

My numbers may be off a bit with the cooldowns etc (since it's been a long ass time since I've hopped on Riven, et al), but all my statements hold true for each champion overall.

Best example of rankshaming I've ever seen!

Oh, and what about that 70% winrate on Riven? That 70% winrate in total?

It's not shaming when you're stating facts.

If you weren't actually hardstuck bronze, you wouldn't have stayed in bronze since season 4.

If 70% winrate on Riven meant anything in your case, you wouldn't still be in bronze, either.

There are players in Diamond who have sub 50% winrates overall;

Just like there's you in Bronze with a 70% winrate on Riven.

You also have an inflated total winrate due to the fact you barely play any ranked games on your champions which you have a high winrate on.

Diana: 75% winrate, 4 games played Akali: 67% winrate, 3 games played Thresh: 75% winrate, 4 games played Fiora: 78% winrate, 9 games played Quinn: 67% winrate, 3 games played Pantheon: 100% winrate, 1 game played Nami: Same as above Riven (your highest # of games played champ): 73% winrate, 33 games played

You've played a total of 9 Unique Champions for S7.

No shit you're going to have an inflated total winrate on your account like that.

Yet you're still hardstuck bronze.

You realize you're contradicting yourself, right?

I have a high winrate because I don't play much.

I'm in Bronze only because I don't play much. I've been climbing very consistently on a per game level.

Also, i don't own Akali or Thresh... where are you getting your stats from???

Chønklord1 votes

It's not contradictory;

You have a high total winrate due to only having played a handful of ranked games, on a handful of champions of which you have a high winrate on.

It artificially inflates your total winrate percentage.

Generally, the more games someone plays on a given champion, the more their winrate "balances out" to the ~50% range. This is because over time and X number of games, you're going to win some and lose some; it's very rare for someone to have 300+ games (for example) on a single champion and _still maintain a total (not champion) winrate above 60-70%. You'd have to be an absolute god to have that high a winrate with that many games played on that champion.

The issue with your account is, sure you have a high winrate on (literally) a handful of champions in ranked, but you still haven't successfully climbed out of bronze since season 4. I don't know if you actually have placed higher than bronze, or if you have actually climbed out of bronze but then fell back down before the end of the season; either way, at the end of each since since season 4, you've always ended bronze.

Which means, all that "high winrate" crap you spouted means shit, because it hasn't gotten you anywhere in 3 years except bronze. It might be through laziness, or just being bad -- either one is a poor excuse for why you can't at the very least not be in bronze.

It's not contradictory;

You have a high total winrate due to only having played a handful of ranked games, on a handful of champions of which you have a high winrate on.

It artificially inflates your total winrate percentage.

What. The. Fuck.

Of course I have a high winrate from playing champions who I get high winrates on.

I mean, I understand what you mean... except it's not calculated that way. Each game is weighed the same - if I have 100% winrates on 5 champions, with 1 game each, and 50% winrate on one champion who I have a million games with, I don't get a 83% winrate. It doesn't matter if I have 100% winrate with Pantheon who I have one game on. In it's calculations, it just gives me one more game which I won.

Because if you have 300+ games on a single champion, you probably have very little other games, so that would basically be your total winrate...

I see no issue?

Maybe I just don't care enough?

Which just further validates what I said. You have a small ranked champion pool with high winrate champions; so of course your total account winrate is going to be inflated; yet you're still in bronze.... why?

I never said you weren't a bad player, fyi -- I'm sure you're pretty decent in bronze with all those champions (as evidenced by the high winrate on them) -- my point is that YOU'RE STILL IN BRONZE.

If you had any gameplay sense or ability to carry games, win games, close out games, you'd already be fucking at least silver 4 in a finger snap. But you're not.

Go play in gold or plat -- fuck, go play even in silver 2 to 1, with all those champions. If you can maintain a similar winrate on them at those elo's, I'll acknowledge you are right about the aforementioned champions in this post -- and that I am wrong.

Because I don't play many games..

Like I said, you can't 'inflate' total win rate. You can make your scoreline look nice by having multiple 80% winrates and just a few 30%, and have most of your games on the 30%, thus not actually having a good winrate, but you can't inflate your total winrate. It takes your number of games won, divided by number of games played. it doesn't give a shit about champions.

I never said you weren't a bad player, fyi -- I'm sure you're pretty decent in bronze with all those champions (as evidenced by the high winrate on them) -- my point is that YOU'RE STILL IN BRONZE.

Because I don't bother to climb out?

Then how do I have a good winrate if I don't know how to win games... lmao.

I'm sorry I need to get to those elo's first, and I'm not dedicated enough to do so. I'm also extremely out of practice with my mains, because right now I'm just playing League for normals and fun.

I just want them to take off some CC from his ult. Like holy shit. HIS ULT HAS SO MUCH CC!!!!!!!! It has an initial huge slow, then it knocks you up, and then IT SLOWS AAAAGAAAAIN! Like why the hell does an AP assassin powerhouse have so much CC on one damn ability. And another thing, lower the cooldown on his ult at max rank. That shit is ridiculous. One of the absolute hardest hitting ults in the whole game and it can be on like a 28 second cool down with 45% cdr. Or here's another idea, why don't you make it have less AP scaling. Almost every super powerful ult I can think of has some kind of drawback. Veigar is single target, Syndra is single target, Fiora is single target, Ekko has to perfectly line up his after image, etc. But Fizz has an AoE incredibly easy skill shot that has a 1.2% AP scaling that is on like a 28 second cool down max rank with 40% cdr. Now tell me that is not overloaded and broken as hell.
