Why doesn't Poachers work off contested Dragon/Baron?

I realize the item is intended and designed for the enemies jungle camps, but shouldn't this item work off of Baron and Dragon as well?

Especially if its contested. Just played a Nunu game (One of my favorite champions by the way) and realized it doesn't work. Basically saw the enemy doing dragon and I ran in with Blood Boil, Q+Smite combo and proceeded to run out with flash realizing I didn't have the speed boost from it, and went to might complete demise because I wasn't as fast as I thought I was.

Technically it was the enemies dragon seeing as it was contested by me, and only me. I understand these jungle camps in themselves do not belong to either side but why not if its contested?

Actually, now that you mention it, making it work with neutral monsters would be a good way to improve the item.

because the item itself tells you it only works in the enemy jungle and like you already said Dragon and Baron don't belong to either jungle

I understand this. But the item in itself, lets be honest isn't all that great. Counter jungling isn't that great of a method of a way to play anymore, even with Nunu! It still works but it doesn't have the impact that it used to.

I feel like adding the ability for this to work would actually give it a bit of a needed buff. I realize that's not what the intent of this addition would be used for, but it definitely would help the item itself out.

Also it allows for dragon contests to be more viable for teams who are behind or just have bad positioning on it. It's not the occasional "Ok is my team is dead, I'm 1 level higher than the Jungler and I have flash, let's see if I can pull this off." style of Dragon/Baron steal attempts. It allows you, if successful, pull off steals and safely get out without having to suicide for it if you're in a bad spot.

Yeah, this sounds like a really good idea. Should it be enough that the enemy team is nearby, should they have to have damaged it recently, or should the enemy jungler specifically need to be nearby/have damaged it recently?

I think in itself if it's hit by an enemy player it'll be considered contested. I don't think it should have to be the enemy jungler either. Simply because the jungle doesn't just BELONG to the jungler. Towards the mid game laners start mooching off of krugs raptors and wolves.

I thought this was another buff poachers QQ thread, but that actually gives an idea to make it not shit. Alongside the speed boost, have the smite do additional % missing health true damage on large and epic monsters would be pretty boss, as well as the speed boost, and you can make an objective steal comp possible.
