The Rylai's Issue and Hextech GLP

I thought that, if Rylai's is given Mana and CDR instead of Health, we could repurpose GLP for manaless champions that need the slow. So, it would go something like...

Hextech GLP-800 Recipe: + + + 50 Gold = 3350 Gold +500 Health +100% Health Regen. +85 Ability Power UNIQUE Passive- Eyes of Pain: +15 Magic Penetration UNIQUE Active- Forst Bolt: Fires a spray of icy bolts that explode, dealing 100 - 200 (based on level) (+35% AP) magic damage to all enemies hit (40 second cooldown, shared with other Hextech items). Enemies hit are slowed by 35-55% (based on level) for 1.25-2.5 seconds (based on level).

Currently, GLP isn't used much and if people want the Catalyst Passive, they usually just get Rod since they usually want it as early as possible and Rod naturally wants to get bought as early as possible. With Hextech GLP-800, it could be repurposed to replace Rylai's current role, but have it be more limited since it is an Active and not a Passive.
