Viktors death ray needs buffs
his early and mid game is terrible, and he shines in way too late in the game, while the meta has changed to the point it ends the game faster.

his damage is fine it does not need to be buffed, but the thing is.. he is very reliant on his lazer to be able to burst his target, and building lich bane isnt good as it used to be, he at most time is able to caught so easily. While he depletes mana fast
