9 second cooldown at rank 3? She could easily pull off 2 ultimates during fights or seiging which is completely uneeded. She will have obscene agency in lane to.... this buff is not needed.

That means we are starting at 50 seconds, not 30.
Most likely she will be running 45% CDR which knocks 22½ Seconds off for a 27½ Second cooldown.
Half of that is just slightly under 14 seconds and she very well might be able to get two Ults off if the first one was a quick pick on a carry. Keep in mind that the reset is based on her getting the kill (assists won't work).
But yea, this situational buff really is not needed.

It seems like they are trying to make her less oppressive early-game and mid-game but strengthen her late-game. It will be powerful in teamfights but the enemy team should be able to CC her while grouped up.
That said, I don't really play Katarina (or assassins in general).

That sounds like a really nice QoL buff IMO and not much of a power buff.

No, that's not how assassins work. They were originally feast or famine which means REALLY good late if they got kills and crap if they didn't. Riot has been trying to move away from feast or famine gameplay though which is why assassins like Zed are different now.

It would be less direct, but a noticeable improvement in power.
This would be especially true when trying to chase or escape an opponent. While minor, having to stop during the cast animation of W can occasionally cost you.
