i assume it would have that the champion that can potentially do the most is veigar because of his infinite ap scaling.

That really depends on your guidelines for the highest possible damage.
How do you factor AoE damage? What's the time limit for the damage? What's the ability-cast limit? How reliable are the conditions to use the damage?
Mordekaiser possessing a ult-boosted Nasus that went full AD-crit adventures with Hydra is the most damage I could imagine from a single champion's QWER rotation in a ~6 second time-frame. If Nasus's 300 AD steroid doesn't transfer into phantasm, then Yasou's double-crit passive with a significant amount of AD, armor pen, and Hydra backing it up would also be a solid contender.
