Tic Tac Toe has a set of defined rules.
This example would be like if you took Fiddlesticks model, with a bunch of random abilities from other champions. It's breaking the core concept of the game. Or if you got up drove your car to another summoners house and destroyed their computer. It's not actually the game.
League has a set of defined rules, namely actions champions can physically do in the game, do you get angry at the dude in Tic Tac Toe who decides not to start the center square?
Normal game mode is more casual then ranked. That doesn't mean that people should troll, feed, and not give a damn if they win or not, you should always play to win no matter what game mode you play! But it does mean that people can practice champions they are not good with, try new build and experiment otherwise in normal games. Not every player is a hardcore has to win type, there are many players that play to relax and enjoy the game and not get frustrated if they lose.
While I don't necessarily agree, it's definitely a funny representation of the stereotype. You've got an upvote from me.

I play/own a grand total of 14 champions.
Here's how I play them:
Top: Bard, Lulu, Teemo, Vladimir
Jungle: Lulu, Miss Fortune, Sona, (Finally, a way to benefit from the nerf "rework trade-offs") Teemo
Mid: Ahri, Annie, Bard, Leblanc, Lulu, Miss Fortune, Nami, Sona, Veigar, Vladimir
Adc: Jinx, Lulu, Miss Fortune
Support: Ahri, Annie, Bard, Leblanc, Lulu, Miss Fortune, Nami, Sona, Soraka, Teemo, Vel'koz, Vladimir (Only if the adc is Ashe)
I'm not playing ranked here, and I do play them with the intent to win, so I expect not to be flamed and being told I'm going to be reported over my choices.
I do, regardless of how I'm actually doing.

I used to take every normal game seriously for the most part, then I started playing pretty much only ranked in school's league of legends club team. After playing so much ranked, I really didn't want to play seriously in normals anymore unless I wanted to learn something. (This doesn't mean that I play normals solo and just play troll champs and trolly builds, I only do that when I'm queuing up with friends). Overall though, I will agree that normals should be taken seriously in the sense that you decided to play the game and want to win it and as such you should be helping your team. In ranked, however, you should be giving both your normal effort plus an additional effort considering it counts onto your ranked record.
