Wait another 10 minutes....(I'm just guessing the game doesn't realize im in queue anymore)

rejoin queue
queue pops 1 minute later.
DQ queue system is pretty awful, and the fact its been this way the entire season is pretty terrible.

You're missing the point.
How do I go from waiting 4 minutes, having two afks during ready check, then waiting 10 more minutes before LEAVING QUEUE.
REJOIN THE QUEUE with the same roles, and the queue pops less than one minute later.
Locke Daemonfire1 votesWhat I've heard is that when someone misses the afk check, the system keeps the same group except for that one person (or two people) who missed the check. As a result, it has to wait for a very specific player in terms of role and rank to fill that spot. Sometimes that player doesn't come along for a long time, so re-queuing can help by setting you up with a new group. It's perhaps not the best system, but that would explain your experience.
