His passive is currently almost useless soo I made a new one.

Passive - Assassin's Focus > Talon never misses the perfect opportunity to strike his victims, dealing 5% increased damage to enemy champions for each spell of theirs that is on cooldown.

This would emphasize his role as being a high risk high reward assassin and reward you for keeping track of enemy CDs.

a little to specific. his passive needs to be. Each of his abilities. and basic attacks. make the enemy bleed for 6-12% of their maximum health as true damage. over 6 seconds. does not stack.
