Why are armor marks almost as strong as armor seals?

Armor Marks (red) grant 0.91 armor per rune Armor Seals (yellow) grant 1 armor per rune

This seems weird, seeing as anything else that crosses over is significantly weaker, and that marks were supposed to be "offense orientated" but yet almost as good as defensive yellows.
