What they didn't say: Veigar's popularity also spiked noticeably that day, indicating people who don't usually play Veigar suddenly started to pick him up for the first time in months/years/ever.

What they said: We'll fix the jungle guys!

What they didn't say: By absolutely making it an absolute pain in the ass for any champion to actually jungle, exception being already handicapped champs.

You forgot to mention how his 10% pick rate, following significant changes that many people both familiar and not wanted to try, has dropped to 5%, yet his win rate remains the same.
