Karthus has a very high cooldown on ult, and a weak laning phase ; Teemo gets destroyed by a bunch of higher range champions and the usual counters to shrooms like sweepers are still a thing. I find them way less offensive than things like Ekko tbh

And Karthus, same reason. Imagine every 2/3 minutes all their ults. That is one pentakill every 2/3 minutes.
