Why is stoneplate not % Damage Reduction equal to the amount of bonus HP??

Would it not have the same effect minus all the Locket + Stoneplate/Cho R + Stoneplate cheese/any other fringe abuse case scenarios?

If there's a flaw in my thinking, please point it out.
