I look on the PBE and see this
Then they list the stuff they're going to buff and nerf soon and there are 8 buffs planned and 6 nerfs planned.
And this is just today, I don't feel like looking at everything on the PBE but I know there are a lot of buffs going around.

Well, let's say you have a big patch where you buff supports, which indirectly buffs ADC's. This makes assassins useless so Riot will buff assassins. When the assassins are strong, Riot will buff the ADC's and some other champs from other classes to counter that. When they do that enough to where assassins are underpowered again, they'll buff assassins and it's a whole cycle of a ton of buffs with not nearly as many nerfs.
