I Still Don't Understand The Rylais Gut

Nerf the AP and Health, sure, but why this complete gut to the slow? The slow itself was not the problem, it was the champions who could constantly apply the slow with either spammable skills or DoT spells... And there were really only three main offenders that I can think of: Malzahar Cassiopeia Brand. The claim that all mages were building the item is downright false as well. Regardless, virtually 90% of the AD bruiser roster builds item 3071 and nothing seems to be done about the surplus of stats and effects it gives.

Even then, all of these champions have win rates that are hovering right around the 50% mark where they should be. Mages were finally in a decent spot at the end of the season, and this is a major nerf to quite a few of them. As someone who primarily plays immobile skillshot mages (Velkoz Xerath), I rely heavily on Rylais to keep me alive (especially late game) in a meta that puts such a high value on mobility.

A simpler solution to the problem would have been to put a short cooldown on the item's ability to slow (around 3 to 5 seconds) and heavily nerfing the DoT slow.

Regardless, I'm expecting to see item 3022 nerfed even more heavily for ranged champions. There's no reason why an AD item should be giving a 1.5 second 30% slow on ranged basic attacks while Mages are struggling with a 1 second 20% slow that they can only apply by landing skills which often have large cooldowns.

Hopefully Riot will see that they hit Rylais way too hard in the next patch or two. As of right now, I'm a very, very sad Vel'koz main.

Kennen Syndra Viktor Swain Singed Diana Annie AurelionSol Azir Evelynn when they were/are viable are all extremely opressive with it capable of quite often perma slowing you. it warped the game in a bad way just like deathfire grasp the item did.

I don't recall seeing Syndra, Diana or Annie build it but it's definitely possible. Again though, the main issue with a lot of these champions is DoT and spammable skills. Putting a cooldown on the slow or just gutting the DoT slow would have sufficed.

It was great on Syndra and especially Annie, there was no getting away from Tibbers.

The problem with rylai's though wasn't so much who was exploiting it but why they were exploiting it in the first place. If we're looking at the item as a whole, it brought three crucial things that literally every AP character craves:

-Bulk (let's not forget that practically every character using it is squishy) -Tons of AP (allowing characters like vik/mordy to clear waves easier) -CC (which, let's be honest, was probably the easiest in the game to successfully land)

Rito trimmed a bit off of it and essentially turned it into a "utility AP item", much the way they did with abyssal/zhonyas back when they were heavily dominant on builds. While it does reduce the effectiveness of certain characters (really want to try out mordy soon so I can see how hard his laning is now), it also eliminates one of the giant "gripes" that players have had with the game for much of 2016.

Yeah, I've tried it on Karthus and god. It's awful and, tbh, I think they should have taken the health off completely. Perhaps even gave it the 120 AP back and nerfed the slow to 30%. That sounds more reasonable. No one bought Rylai's for the health anyway, just the slow.
