Corrupting Potion should be reworked with the recent targeted spells changes

Between Kleptomancy, Manaflow Band, Second Wind, and Doran's Shield, I already see less and less Corrupting Potion. The one last set of niche champions that could utilize Corrupting Potion were champions that used targeted spells like Kassadin, Pantheon, Cassiopeia, and LeBlanc for both the sustain and the burn damage.

Now that the targeted spells draw minion aggro, there is almost no incentive to use the burn damage at all. There is no way to use the burn damage without pushing your lane, or taking full minion aggro which will completely negate the sustain aspect of Corrupting Potion.
