What if Nautilus' E had its rank 5 cooldown at every rank?

All this would do is allow his E to be a one point wonder, which helps out support the most, allowing him to max his W first as support Nautilus to help fix his durability issues with the stronger shield by making him less level reliant.

For top lane Nautilus, he will probably still max E first so does not affect him as much as it would support, but still helps out his early game a little bit for the ranged harass / last hitting up more often in the early game.

This is mostly a buff coming from a support Nautilus perspective, which he needs honestly because he is getting outclassed by pretty much everyone right now and Nautilus is so much fun. He just needs a small little buff to really be on par with everyone else and I think more buffs that reduces his need for levels is a good one as it helps him out, but does not boost his overall power any further.
