Having al ittle problem with stutters

Not sure where to put this, but. I got a new computer, and every game works gloriously smooth.. except league.

The champions have these little stutters in their animations, and are pretty jerky when I'm clicking around in lane. My old computer it would run very smoothly with no stutters, or hiccups or problems in the animations Im seeing on the screen, or gameplay, everything felt smooth as butter.

I'm not sure what the problem could be.

The problem was EXTREMELY bad when the FPS was set to uncapped, I capped it at 60 and that helped, but they are still noticeable 60% of the time, and it looks really janky.

Ontop of that, sometimes it causes my champion to do bizarre things. My Ping is 50 steady, FPS a solid 60....

Note: I noticed as well if I click fast enough randomly, some of the move markers the green arrow showing where you clicked to move won't appear, and my character will freak out for half a second and jerk forward and back for .5 seconds before moving...
