If someone leaves before 5 minutes, why are we forced to wait the game out?

I just had two games in a row where someone on my team left at the start of the game because 'they didn't feel like playing.'

This is a massive waste of everyone's time. Why are we forced to wait until 15 to surrender?

did the 15 minute surrender pass? I've never seen a 15 minute surrender pass. I usually have to wait until the 23 minute surrender because the 20 minute surrender doesn't pass either.
