if you jump on him he throw away and slow you
if you try to run from him he has a speed buff and snipe you with his Q

also maokai and cho are good vs jayce. just rush bramble vest and tabi's and ur auto's will deal more than his. however i dont recommend playing any of those champs because they are boring and kind of scummy
irelia is decent vs jayce, just jump onto a minion he is stoppd next to, e him (so it stuns) auto him 3 times then jump back onto a minion beind you so he cant retaliate. and if you are looking to kill him you just q to a minion then e him then w and start autoattacking him, when he e's you away you just q onto him.
vs jayce as irelia i always start cloth 4 pots and rush tabi's. just farm with ur q and e him in ur minion wave if he jumps onto you.

Play Maodai, chogath and malphite. Heim DOES NOT WORK I play heim often and can say that it is a skill matchup but jayce gets a ton of poke off on you then just dives you after baiting E.
Logged in just to answer this, and I expect you to actually listen and not cry and try to break all my arguments, mainly because I know what I'm talking about. I'm a Jayce OTP, mained him and basically one tricked him for 4 seasons now. Jayce is not unbeatable in laning phase, and he has insane counters in the top lane that completely dumpster him, so listen carefully, as this are the biggests issues that I face when I lane.
1- Abuse his mana costs. His mana costs are high and his mana regen sucks. Stand in between your minnions, and that way you eliminate the threat of an q-e combo, if the jayce still does it, it takes away 100-130 mana from him and pushes the lane practically to your tower, perfect to set up a freeze and w8 for jungle help. If jayce is low on mana, he is forced to go into hammer form, he looses the ranged form advantage in this case, and is a perfect target for your poke, if he engages on you, answer back, even if he uses e, once he uses e, he has to wait 20 seconds and you have the upper hand. If by any reason he changes to cannon because he is scared, he prolly has no mana and will either go back or stay in lane with low health-mana. At this point you already won, because Jayce players that are getting outlaned get very tilted and are likely to go deep for risky plays, where you can punish them.
2- Rush Ninja Tabi, and bramble vest if you are tanky, takes away so much pressure and in the long run dumspters him, as a huge deal of his poke are aa's.
3- His hammer form is risky, screw those extra 5-35 armor, jayce is not a tanky character, he explodes when he goes in hammer form, he has no sustain and no real defensive mobility asides from a 16-20 second cd knockback.
4- Counter picks screw him, as he gets snowballed upon insanely hard, if an irelia kills you in lane, your lane is over, with jayce this is more true than ever, and extends to practically your whole game. As a few counter picks i can name, Malphite (outpokes, outsustains and outscales him). Irelia ( Smart Irelias destroy Jayces, greedy Irelias get stomped by Jayces). Camille, same as malphite. Nunu, same as Malphite. Gnar, teamfighting god compared to jayce, and gets outscaled hard.
5- An even lane is a win, Jayce is designed to win lane, and extend his lead, take that away from him, and he is done.
Now as a final point that I give you personally, stop being so negative and such a baby, Jayce thrives vs greedy and uncordinated players, because of how hard he punishes early mistakes. Jayce is one of the easiest champs to counter in the game, but people are too proud and always want to 1v1 and show off, and guess what, Jayce is designed to stomp players like that. Wanna win vs Jayce, be smart, and stop being such a crybaby. Have a good day.

Lol not gonna lie, a lot of champs mentioned here do well against jayce (pantheon, camille, irelia). The game isn't just laning phase, it carries over into team fights and objective control. A good top layer will be able to deal with counter matchups by knowing the other champs capabilities and asking for help if necessary. In regards to your question, which I feel is mainly aimed at laning phase, the biggest counters I've faced (As a Jayce main) are Yorick, Irelia and Wukong. Yorick's base damage is honestly extremely underrated, so if you catch a jayce with your w, and in your e, he'll have to spend time autoing the barrier and won't be able to deal with your damage as you approach (Even more so when you have your gravediggers + ult). Irelia and Wukong with their quick initiation and burst are the problem with jayce. Yes he can knock them back with his e, but you'll get enough damage off for him to be backed off.
In terms of Jayce being a ranged champ and dealing with poke, that's just his kit, he's a lane bully. Probably THE lane bully. He's designed to abuse his range, poke you down and then burst you. Knowing when to give up some cs, wave management and when to ask for ganks (Which Jayce is extremely susceptible to) are very important if you have tough matchup against him. As mentioned before, Jayce is a snowball champ designed to burst down squishies. If he doesn't have that opportunity, he's not as dominant as you think.
