can you nerf all the damage in game ? so there is no champ that one shot u less than 3 sec ?

still can't kill in 3 seconds , you need late game for them
they are more like secondary supports
So how would assassins and burst mages function under this because there is little to no reason to pick them under this rule as they would blow their cd's and not kill you.
