I don't get it.
There is no other heal in the game with counterplay like this other than hard CC, and now that 
is back maybe remove this feature?

it gives a cross map heal that isn't an ultimate up to 3 times. So yes, it should have counter play like it does. grievous wounds doesn't even nerf the heal, due to it only stops self healing effects by 40%
