Yes, I have been playing mordekaiser adc a lot these days, and quite surprisingly I encountered a lot of adc's that actually attempt to make me dodge or even try to force me go top by picking their "strong balanced" pick. I say this is an horrendous act that will just only lower your winrate, but is also reportable.

You cannot be reported for picking anything anywhere. Even if you have 5 mid players, no one can (nor should) be reported successfully.
You can, however, be reported for trolling. But you will not know if they are trolling until in game or they say something like "$@#% your Mord ADC. I'm going ADC deal with it" or something clearly procative.
I don't care what anyone picks, as long as they try and have a legitimate reason. 2 adc and a supp can work. Why not?

In regards to OP's comment, why can't ADC/Mord bot lane work? Sure it might be a "bad" combo, but that does not mean the person picking ADC is trolling.

I'm not sure why you're having trouble understanding this. There is no meta. Players create a meta and therefore going outside the meta is not reportable.
Picking Soraka ADC is the same "troll" level as picking a second mid. They both go against the meta just the same. Same with playing Annie/Morg supp before they then became meta there.

Why? That's the opposite of teamwork, bruh. It could even count as assisting the enemy team (by purposely putting your own teammate behind), and definitely falls under griefing (aka: trolling).
Don't be an ass because you don't like someone or your pick. Pick Kalista because you want Kalista and take her to the lane that's free, but don't pick Kalista so you can make sure he never gets farm because you don't like Morde carry bot.

That part of Kalista's kit is literally the most toxic thing in the game, though. Like people think her and Bard's ult are troll, no no. If anyone takes the role you want, you can literally follow them around the map and deny them all of their CS. They really, really ought to remove that, because it's awfully unfun to be on the receiving end of that shit.

I have seen Morde ADB that is Attack Damage Bruiser bot lane acting as an ADC I have seen it both work and not work. honestly its all in how the pairing bot lane works also if your top lane can do a ranged top like quinn or vayne top.
