Vladimir buffs

Executioner's Calling

Instead of simply buffing this champion, how about you take a look at it's biggest counter first? No, it's not a champion, it's item 3123 . It diminishes healing/regeneration effects by 40% and it can be applied by both spells and auto attacks. It also costs 800g, gives decent ad, and doesn't steer much from the end build as it builds into Mortal Reminder item 3033 . It is currently also the bigger problem in the top lane, making picks like Nasus and DrMundo really non sustainy, despite their passive revolving around them being durable. Vlad can also be played as a top laner.

It's a good idea. But it's also one of the tools available to stop some of the "tanks only on top" theory which existed about 3-4 seasons ago.

His idea seems to just target EC only by decreasing EC passive considering how strong it is for an incomplete item, which I agree with. Aim the passive to reduce healing to 25% instead of its current amount, that way it brings that item back in line instead of destroying the entire kit of a champion revolving are self-healing. Last whisper alone is very strong against tanks and it's also an incomplete item with a very strong passive. The complete items can be left alone.
