Theres no reason for the echo passive to be functionally the same as energized but be an entirely different thing. By making Echo an energized passive it will empower mage-marksmen like corki and azir by giving them more flexible build paths as well as make a useless item (seriously, when was the last time you saw ludens echo? I see it as much as hextech GLP. Usually in the same game.) slightly better because energized stacks faster than the current echo.
