Meddler what are your thoughts about Vladimir?

This is not a thread about Vladimir being OP. Its about the fact that its a retard champion. His mechanics are non-existent. The champ has no resources, can spam abilities all game long and the sustain is just boring to play against. What kind of meaning full choices does Vlad make? Even when he builds full AP he gets free HP thanks to his passive. He doesnt have to make any trade off between getting tanky or going damage because he gets two for 1 anyway. And what kind of meaningfull choices can you make vs Vlad in lane? There is only 1 possible outcome. You avoid every trade and only go in if you can OS him which becomes harder and harder during the game and he has the pool to escape and dodge abilities. Its extremely boring and frustrating to lane against due to the sustain and the fact that he gets so much for free. Free harass, free HP, free AP. Once he gets Hextech Revolver the laning phase is over because it just gets worse. Even Riot stated 2 weeks after his release that he should never have been released. I don't understand then why this champ is still allowed to exist and perform well with such a toxic design while Yorick, Urgot and Poppy who also have toxic designs to a lesser degree (well maybe not Poppy) have been gutted to discourage playing them.

TL;DR: Due to the lack of resources, cooldowns, tons of damage and abundant sustain Vlad never makes any meaningfull choice and is boring and frustrating to play against. IMO he is in need for a rework. And I am sorry if its a bit too much rant
