Why is the low prio q so long?

I get the 5 min one bc 5x5mins is ~ the time I wasted for my teammates when my comp shit the bed, but the 20 min one seems absurd. Its 100 mins of waiting for wasting like 25-30 mins of time because I stepped on my power strip and turned it off.
