When is riot gonna ban for soft inting?

Runnign into your lane and trying to 1v1 over and over until youre 2/12 is fucking inting. People do this all the time and don't get banned bc they have decent cs and never flamed in chat. Hell hashinshin does it all the time on stream. Why do players who int but say nothing in chat and get like 1 kill not get banned the same as someone running down mid? Its clear theyre not gonna win the 1v1 on their 5th try so theyre obviously dying on purpose.

Edit: Welp according to yalls general consensus I'm just gonna run down my lane and try to 1v1 over and over and feed that way because its not inting if I try to win the 1v1. Thanks for the advice no more will I get banned for trolling when my team tilts me !
