I feel it's time to finally address Cassiopeia's passive, Riot.

You seem to promote her as some sort of lategame goddess with unique access to 6 items, and yet her performance keeps dropping after a certain point into the game. For some reason her winrate falls off during lategame instead of actually going up, doesn't that completely contradict your gameplay-fantasy of this champion? You need to understand that her mid to lategame is STRONGER than her actual lategame.

First of all, it takes around 24k gold just to get a proper 6 item build on her which usually requires 50 minutes of playtime. Sadly most games hardly ever pass the 35 minute mark these days, so what good is such an extremely delayed powerspike which doesn't even occur statistically? During lategame pretty much everyone is capable of deleting you, it doesn't make any difference if you yourself have 100 or 200 AP more after 50 minutes.

It's all about catching out people and chaining cc on them - for a glass-cannon like Cass that's already certain death. And the job only gets easier for her opponents the longer the game goes on since their power is reaching a level where they can instantly erase you once they catch the immobile snek. Do you see the predicament here?

Countless times I've wished I would have been able to buy boots on her, and it's not solely for the mobility which they provide - it's about the unique passives they offer you. Just imagine getting ninja-tabis, mercury treads or sorcerer's boots on her for some sweet defensive stats, tenacity or even mpen (which is pretty much the most important thing for a mage).

Imagine if she had a real passive which actually promoted the use of her poison or some other aspect of her kit instead of giving her flat movespeed per level which itself can become a real handicap if she ever falls behind in lane and exp.

It's been a good year now since her last rework came out, and after all this time her passive felt like a handicap instead of an actual strength. Don't you think it's a bit too silly to balance a champion around a meme? And most of all: why her of all people and not Nami or some other champions instead?

I personally liked her old passive better

Deadly Cadence was a pretty awesome passive, I'd love to see something like that again one day.

I'd be okay with her passive if the rest of her kit actually achieved what it was supposed to accomplish--she's an alleged teamfighter but her single-target all-in is by far the most powerful and most reliable component of her kit. Being able to ground enemy champs is nice but it sort of comes at the expense of everything else lategame since she is zoned out of fights so easily, especially when her Ult is down. Her AOEs also feel obnoxiously difficult to land with smartcast on compared to most mages in her weight-class, too.

I'm usually a glass-half-full kinda guy when it comes to champion balance, but I feel that she should be at the top of the list for a complete overhaul. Her kit/design is a cool concept but she feels so underwhelming at the moment! Cassiopeia

That is actually very common with damage carries (especially immobile ones) unless they have an infinite stacking mechanism or something that scales off the enemy champs power. You hit a plateau where you are full build/lvl 18 and no longer scale up anymore. If the enemy team was generally behind you in gold/experience then they begin to catch up. Mid-to-late is typically when most carries (even "late game" ones) are the strongest. After that mechanics independent of your champion start to play a huge role (team comp, selecting good team fights, positioning in fights, not getting caught, etc).

In any event champion.gg also disagrees with that assessment that her winrate falls off with game length.
