Decisive Strike (Q) bonus damage increased from 30/55/80/105/130 to 30/65/100/135/170
Courage (W) 
    tenacity increased from 60% to 85%
    damage reduction increased from 60% to 85%

Garen really doesn't need to be stronger when his cooldowns are up. His fundamental flaw as a fighter is that he is fucking garbage after blowing his cooldowns. Think if you really want to buff him and not have to keep buffing him annually (you can even look at his patch history, he gets buff after buff and still can't stay afloat. Same story with Nocturne) you should do something that lets him.. you know, do something after his spin is finished.

actually if they buff numbers in garens kit, i think that w buff is pretty good.

but id rather have them increase garens q animation speed with champion level, rather than buffing the flat damage value.

Wait hold on this is a huge buff to Juggernaut garen, If you buy merc treads or swifities and then steraks, now you can have 90%+ Tenacity or Slow resistance

With Passive, Mercs, Steraks, Consumable, and unflinching rune you get this 1-(1-.85)(1-.30)(1-.30)(1-.25)(1-.15) = 0.95314375 AKA 95% Tenacity

But wait, we can do more. If we run Legend with Tenacity bonus PLUS Cleanse, we Get 20%+ and 65%+

1-(1-.85)(1-.30)(1-.30)(1-.25)(1-.15)(1-.65)(1-.20) = 0.98688025 Round it up 99% Tenacity... HOLY MOTHER OF GOD im using this meme strat.

Riot being stupid and buffing ball of stat champs with number buffs (LOL) without opening them to give them more gameplay to play as and against.
