Make sure you get a Zac jungler & an Aatrox toplaner. Stack GA and revive all day. Grab the open spellbook for extra revives when they make that a choice

5 seconds off Zilean ult is certainly good, but it's not like you're getting a whole lot more value.

28 seconds from 33 only really makes a difference in extrordinarily long teamfights. It's still very rare that you'd get more than one per fight, and you'd already be getting an ult in every fight anyhow.

use it better since their ults are spammable, and this would let them get 15% more casts out in a teamfight.

use it better since their ults have such long CD's, so this allows them to ult every fight when they normally wouldn't be able to.

etc. Zilean 's ult is only a heal with a condition of fatal damage. when you could just use nami or soraka and do it better on a basic spell and never reach fatal damage.
