there is no way his ult actually deals the damage its describing on the tooltip.
you can ult a squishy without armor on 15% health, his ult shows it deals 30% max health, and the dude will still live.
did someone mess up and its actually supposed to say "current health" on the scaling?

huh. the entire champion seems really terrible to me.
it seems like rhaast is intended to be a fighter but doesnt have actual base damage like other fighters. he may have % health scalings, but doesnt get them unless he builds a lot of ad.
