Why Leblanc's low winrate doesn't matter
Let's start off with the obvious here. Leblanc is easily the most contentious and controversial champion in the game. Her mix of strong burst and mobility make her one of the most obnoxious champions in this game to face. Now anytime someone makes a thread about leblanc there is a legion of people who bring up her low winrate to argue that she is balanced, or in some hilarious cases, in need of buffs. Now I am going to tell you why her winrate doesn't matter in relation to her balance.
First of all Riot has been explicate in saying that a champions win rate means very little when it comes to their nerfs/buffs unless they are an extreme outlier (like 60% win rate zyra on release). Riot has their own internal data they use to help them make decisions on balance. Furthermore if winrates were the end all to be all that some Leblanc mains make it out to be, than champions like heimerdinger, Draven, Swain, and malzahar would be nerfed because they have high win rates (ignoring the context of low pick rates indicating only mains of those champions play them).
Secondly Leblanc is pretty close to pick/ban status in most regions of the LCS/OGN/LCK. So why is Leblanc unable to carry games in solo que but such a contested pick in pro play? The answer is actually quite simple. Leblanc is a champion who excells at making picks with her high mobility and burst. She is ale to either delete a high priority target or force them to B with her burst. In pro play teams are able to take advantage of this situation by taking objectives or forcing 4v5 fights when they have the numbers advantage. The coordination teams have allow them to exploit the window of opportunity that Leblanc gives them with her burst combo. In solo que however, you will not see this type of teamplay. When Leblanc deletes a carry in solo que you don't see Leblanc's team instantly press an objective. Rather you often times see them just waffle mindlessly in mid lane clearing waves.
The meta in solo que and pro play are vastly different things. Remember the classic Bronzodia of ammumu/malphite/shen/blitzcrank/cho gath. They were basically insta bans in the lower levels of play for a long period of time while not even being viable in pro play. reason being that in solo que hard engages are OP because team fighting is basically the only win condition teams know in solo que. So a champion like Leblanc who excels at picks and skirmishes but cannot teamfight is not very good in solo que. Whereas pro teams know how to play around the long cooldowns of bronzodia's ults and engages.
Finally the low winrate doesn't matter because ultimately the majority of the playbase hates Leblanc because of how unfun she is to face. There is no champion in this game who is close to as reviled as Leblanc is. Leblanc is not the first nor probably the last champion to get nerfed due to being just unfun to face. Look at Yorick who is never allowed to be on the free week roster let alone competitively viable because of how much of a pain it is to face him.
TL;DR Leblanc's low winrate doesn't absolve her from nerfs. She got nerfed due to being dominant in pro play and completely unfun to face. Furthermore her winrate is more a product of solo que incompetence and disorganization than actual champion balance.
compensates a lot.
"Hello my friend. My name is Teemo, I don't believe we've met. Just recently, it came to pass that I was so hated, I got my own spotlight in the news section specifically dedicated to interviewing Rioters as to how they could have made the mistake of creating me. They have also officially acknowledged that players hate me so much that I have a second "global taunt" hidden passive that makes enemy champions more likely to target me.
