Why does Lux get preferential treatment?

Lux has a ridiculous amount of skins and yet other mages don't get half of much of the attention that she does. Why does Lux deserve a reset on her ult (people may argue that its not a reset but it essentially is) but no other mage does? Is it because she was designed by a woman (Go Feminism)? Imagine if got a massive cooldown reduction on his ult or did (I would argue that she needs it more as her ult is only single target and Lux's hits multiple targets and has multiple kill potential).

The amount she is played just proves the favouritism that she enjoys.

ya because Karthus can miss his ultimate like lux, oh wait its auto targeted on all 5 champions. or the fact Syndra is targeted and not a skill shot as will [sg-lulu]

in term of skins its all about marketing and frankly lux is not the only mage with many skins (she have 9 atm)

Ahri have 9 + 1 prestige Anivia have 8 Annie have 11 Fiddlesticks have 9 Morgana have 8 Ryze have 9 not counting skt ryze TwistedFate got 11 Veigar got 9

and this is only counting mages as theres other ap champions and the AD roaster with more or less the same amount of skins

Because she sells Skins. Same as Yasuo, Zed and Riven do.

Having the reset means they can raise the base ult CD. This makes it so she can't just mindlessly spam it off CD every time she lands her Q.
